EPBN is set up in January 2014 and is headed by the European Chamber of Commerce of the Philippines and the following Bilateral Chambers of Commerce:
EPBN is currently part of a regional network of EU funded projects under the SEBSEAM folder. EPBN works closely with its partners across ASEAN to further enhance European businesses' interest in the region through coordinated outreach efforts and integration of regional information.

The European Commission (EC) is the executive body of the EU and is responsible for proposing legislation, implementing decisions, upholding treaties, and the running of its day-to-day operations. It comprises of the Commissioners’ Cabinet, with a representative of each Member State, and the Directorates-General (DGs).
It is the DG for Development and Cooperation which works on the EU’s development policies and their implementation across the world. The Philippines also benefits from numerous crosscutting development packages, in areas such as trade, justice, health.
The Philippine component of the SEBSEAM programme was set up with a main objective of supporting the increase and diversification of EU investment, especially by SMEs, in the Philippines.
The EU has cooperated with ASEAN since the 1970s and formalized the EU-ASEAN cooperation relationship in 1980 when the EC-ASEAN cooperation agreement was signed.
Bilateral relations between the EU and the Philippines have also been extensive over the years, with dialogues on economic and political cooperation. The EU and the Philippines are also major trade partners and European companies account for a significant percentage of FDI in the Philippines. At the same time the Philippines benefit from ongoing cooperation and support from the EU in the development of the country. The “EU-Philippines Partnership Cooperation Agreement”, which was signed on July 11th 2012 also highlights the importance given by both the EU and the Philippines to their bilateral relationship, and the deepening and widening of cooperation between the two.
